@NaturallyCathy: Ok, we just implemented this!

First we show all of the open classifieds, in the order they were listed:

Then we show all of the closed classifieds, in the order they were listed. As of today, you can see the closed classifieds appear near the bottom of page 3 on the classifieds:
http://classifieds.hellobee.com/page/3

Each category of items also uses a similar sort... first it shows the open listings in order of date listed, then the closed listings:
http://classifieds.hellobee.com/board/kids-clothes-for-sale
