I like the idea of a chat ROOM, because then members can come and go freely, whereas how it's set up on facebook - people I don't want to talk to just start talking to me.
I agree that as far as moderation/policing it goes, you have to be a member and perhaps go through a verification process? Like the invite system?
The post count minimum could work as well - but that would rule out any new members from participating.

I would love a chat room feature during postathons! The hostess could be the moderator and kick out spammers and vendors!
